Jim Merner has been at Green Bay since 1990 when he was hired as the women's swimming and diving head coach. Merner then re-established the men's program in 1992.

During his tenure, Merner has built a strong Division I men's and women's program, most recently winning seven consecutive Horizon League women's championships (2005-11). The Greendale, Wis., native has a career dual meet record of 270-160-2, earning numerous coaching awards in the process. He was tabbed as Horizon League Men's Coach of Year in 2002, while he also earned the same honor in the Midwestern Collegiate Conference in 1996. On the women's side, Merner was named Horizon League Coach of the Year seven consecutive seasons, coinsciding with the team's seven straight league titles. He also earned MCC Coach of the Year honors in 1998 and 2000.

His Phoenix teams have won 10 conference championships, with the women earning titles in 1998, 2000, 2005, 2006, 2007, 2008, 2009, 2010 and 2011. The men's team also earned the 2002 Horizon League title. Green Bay has earned a runner-up league finish 10 times, five apiece by both the men and the women.

Each squad has also excelled in the classroom during Merner's tenure. Most recently, the women's squad led Green Bay Athletics in 2012 with four members on the Winter Academic All-Horizon League Team, while the men's squad also landed a pair on the team. The Phoenix swimmers and divers have also contributed to Green Bay's 25 straight semesters with a cumulative GPA of 3.0 or higher.

Merner got his start in coaching at UW-Madison, where he was an assistant coach for the 1985-86 season. He also had stints as the head coach of the Hartford Swim Club from 1977-79, and the Badger Dolphins from 1979-1982. His last stop before coming to UW-Green Bay was as head coach of the Elmbrook Swim Club from 1982-85.
